At RSCC, we believe that where we live should enhance our quality of life, providing easy access to essential services, public transport, work, leisure, and nature. We advocate for well-designed, vibrant communities that meet these needs.

We are committed to ensuring that everyone, regardless of their circumstances, has access to affordable housing in our rural areas. We focus on increasing the availability of low-cost homes to rent or buy in villages and market towns, enabling all residents to have a fair chance at a good quality of life.

Housing

In collaboration with Rutland County Council, we have developed and piloted an affordable housing survey booklet. This tool helps parish councils and local communities assess their housing needs at a local level, ensuring tailored solutions.

We support Uppingham Homes Community Land Trust, Rutland’s only community land trust, in developing genuinely affordable homes. This initiative is especially focused on providing housing for younger people in southern Rutland, helping retain local youth and ensuring the community’s long-term vitality.

Welcome to the Rural Housing Design Guide, a comprehensive resource dedicated to building tomorrow’s rural communities. Authored by experts and featuring a foreword by HRH The Princess Royal, this guide emphasises the importance of well-designed, affordable rural housing.

It offers valuable insights and practical advice on balancing preservation with progress, ensuring that new developments meet both environmental standards and community needs.

By focusing on innovative design, sustainability, and community engagement, the guide aims to inspire the creation of beautiful, functional, and enduring rural homes that enhance the quality of life for all residents.

State of Affordable Housing

The report, “Unravelling a crisis: The state of rural affordable housing in England,” published by CPRE in November 2023, delves into the critical challenges faced by rural communities in England regarding affordable housing. The document highlights the severe shortage of affordable homes in rural areas, exacerbated by stagnant wages, rising housing costs, and the proliferation of second homes and short-term lets. These factors have contributed to an overheated housing market, forcing many residents to leave their communities, draining local skills and economic activity, and undermining public services.

The report outlines key findings, including the inadequacy of the national definition of affordable housing, the dramatic rise in rural homelessness, and the significant increase in social housing waiting lists. It also discusses the impact of short-term lets on the housing supply and the challenges posed by current policy responses. CPRE calls for a redefinition of affordable housing linked to local incomes, increased support for rural communities, and enhanced measures to prevent the conversion of homes into short-term lets. The report emphasises the need for targeted policy changes and community-led initiatives to address the rural housing crisis effectively.
